When you run it the second time, the package is installed already according to opkg’s housekeeping data, so there’s nothing to do for opkg, and thus gspa dependencies are not checked again. This does not mean they have to submit them to upstream even though this is often done out of courtesy.

If you have moved on to Fedora 27, and are still experiencing this issue, please change the version to Fedora There are features in the images that are correct but they are mostly unreadable.
